Out of all the candidates, it seems like Pawlenty is the most stable one, so why isn't he leading in anything?

Pawlenty is not crazy. (Bachmann). Pawlenty is not a flip flopper (Romney). He lacks presidential appeal and the persona but he is very strong on the issues that cons care about. So why in the world is he at the bottom of the first tier picks (Bachmann, Romney and Cain) ?
