My chances at a Tier 1 University?

There's not much difference between a low ranked tier 1 and a high ranked tier 2. Concentrate more on where they offer what you want to study, where you want to live, and what you can afford than things like whether it's ranked 150 or 250, because those differences don't matter much in the long run.
